A terrorist attack in Kulgam district of Jammu and Kashmir on 31 July 2026 left one non-local labourer dead and another injured after unidentified terrorists opened fire at a brick kiln in the Kelam (also reported as Kilam/Kellam) area of Devsar.

What happened?

The attack occurred in the evening at a brick kiln where migrant labourers were working.
Two labourers from Chhattisgarh were targeted when terrorists opened fire.
Both men sustained gunshot injuries and were rushed to a nearby hospital.
One of the workers later succumbed to his injuries, while the other remains under treatment.

According to officials:

The deceased was a 24-year-old labourer from Chhattisgarh.
The injured worker is also from Chhattisgarh and was undergoing surgery after the attack. Authorities have not released complete details about his condition beyond confirming he was receiving treatment.
Police and security response

Jammu and Kashmir Police, along with security forces, cordoned off the area.
A search operation was launched to trace and apprehend the attackers.
Senior police officers reached the scene and began an investigation into the incident.
Lieutenant Governor’s statement

Jammu and Kashmir Lieutenant Governor Manoj Sinha condemned the attack, describing it as a cowardly terrorist act. He said he had spoken with the Director General of Police and senior security officials and directed security forces to intensify operations to identify and eliminate the terrorists responsible.
